CivicADEMY 2026 Coaches Effective and Responsible Negotiations
Civic organizations from across the Cordillera gathered for the second session of CivicADEMY, held on September 26, 2026, at the University of Baguio Alumni AVR, co-facilitated by Dr. Donnavila Marie P. Herbster from the RIECO office.
Teaching Session
The session featured Atty. Julie Binaldo-Velasco, Dean of the College of Public Administration and Governance at Benguet State University, as the guest speaker. Her discussion highlighted the importance of SDG 16: Peace, Justice and Strong Institutions, specifically targets 16.7, which focuses on responsive, inclusive, participatory, and representative decision-making at all levels, and target 16.6, which focuses on developing effective, accountable, and transparent institutions that can also relate to strengthening the capacity of civic organizations and their leaders. Additionally, it highlighted SDG 4: Quality Education, emphasizing the role of effective communication, responsible leadership, and continuous learning in building peaceful, inclusive, and empowered communities. By targeting SDG 4.7, it promotes learners acquiring knowledge and skills related to sustainable development, human rights, a culture of peace, global citizenship, and appreciation of cultural diversity.
Atty. Binaldo-Velasco discussed the importance of maintaining calm, level-headed, and firm communication when engaging with communities, particularly when addressing challenging situations. She emphasized that effective negotiation can be difficult, but clear communication and a firm yet composed approach can help community leaders navigate differences and reach meaningful agreements.
To reinforce the discussion, participants took part in an interactive exercise where they were given the opportunity to share their own experiences in handling community concerns, particularly situations that required negotiation and effective communication.
The session provided participants with practical insights that they can apply in their respective organizations and communities, while also encouraging them to learn from one another’s experiences. Twenty-Seven (27) Participants represented by groups, namely KaBalai Community Inc., T.E.A.C.H. Ministries Inc., Tangguyob Community Service on Wheels Inc., Wood, Rock, and Flowers Group Inc., Sirnaat Advocacy Cooperative, Zero Waste Baguio Inc., Global Leadership Network Philippines, Girl Scout of the Philippines – Baguio, Irisan Persons with Disability Organization, Task Force Kasanag Elite 888, National Chaplains of the Philippines, Cordillera Federation of Women’s Club, BSU – College of Public Administration and Governance and the Soroptimist International of the Americas Philippines Region Inc.
Through meaningful discussions and shared experiences, the CivicADEMY reinforced the importance of continuous learning and effective communication in advancing SDG 4: Quality Education and SDG 16: Peace, Justice and Strong Institutions within communities.
